RSB Construction Receives 2008 Community Pride Award
in recognition of notable commercial property landscaping and maintenance.


"RSB Construction cleared and cleaned up their site, put up nice-looking new buildings, and installed a new chainlink fence, all of which improved the appearance of this commercial property. Then they went one step beyond the necessary and installed landscaping around the property boundary, a commitment to an attractive, livable community that we can all appreciate."

Celebrate!Spanaway established this annual award and the corresponding residential Most Improved Property Award in response to a number of national studies showing that the appearance of a community has an impact economically and in crime prevention. Dubbed "the broken window effect," from one study in which an automobile with a broken window was deliberately left on a neighborhood street resulting in spiraling vandalism, blighted properties have been found to encourage vandalism, invite criminal activity, reduce property values, and discourage shopping in commercial districts.

"Corporate headquarters asked me why I took the time to plant flowers out front," said the recipient of the 2003 Community Pride Award, a service station owner. "Why? Because when I did that in another location, my business there increased dramatically. People see a bright, clean frontage as a safe place to shop, and a weedy, littered place as probably unsafe to stop, especially at night."

A spokesperson for Celebrate!Spanaway commented, "Here in Spanaway the broken window effect certainly proved accurate. I asked one owner of an unlicensed, illegal-in-zone auto-wrecking and sales yard why he set up his business in a residential instead of commercial neighborhood. He said it was because he saw junk cars in a yard on the same street and figured it was OK. Within two years we had five houses with yards full of unsightly junkers within three blocks of that place. But getting enforcement of the junk vehicle ordinance and zoning ordinances is nigh impossible. So prevention of community blight, instead of remedial action, has become very important. With these two awards we want to recognize exemplary properties and encourage others to see their properties as visitors and shoppers see them and make positive changes."
